ÜCRETLİ ÖĞRETMENLİK SİSTEMİNE İLİŞKİN ÖĞRETMEN GÖRÜŞLERİ

Bu araştırma, ilköğretim okullarında görev yapan öğretmenlerin ücretli öğretmenlik sistemine ilişkin görüşlerini saptamak amacıyla yapılmıştır. Araştırma, tarama modelinde olup, betimsel bir nitelik arz etmektedir. Araştırmada veriler, araştırmacılar tarafından oluşturulan toplam 29 maddeden oluşan anket formuyla elde edilmiştir. Araştırma, 2009-2010 eğitim-öğretim yılı Elazığ ve Muş illerinde bulunan devlet okullarında görev yapan toplam 236 öğretmen üzerinde yürütülmüştür. Araştırma sonucunda; yetersiz sayıda öğretmen alımı ve ataması eğitim-öğretim sürecini aksatmakla birlikte, ücretli öğretmenlik alımına da neden olmaktadır. Bu durum verimli bir eğitim-öğretim sürecinin sağlanmasını etkilemekte ve bundan dolayı da öğretmenler tarafından ücretli öğretmenlik sistemi kabul görmemektedir. Milli Eğitim Bakanlığı öğretmen alımı ve ataması konusunda stratejik planlama ve sonuçlarına dayalı bir süreç izleyerek ücretli öğretmenlik sistemini kaldırmalıdır.

TEACHER’ VIEWS ON PAID TEACHING SYSTEM

This research aimed to determine the wiev of teachers working in primary school on paid teaching. Research, screening model and is of descriptive model. Data generated by researchers from a total 29 items were obtained by a questionnaire. Research was conducted a total of 236 teachers working on public primary school teaches in the Elazığ and Muş provinence located in the 2009-2010 academic year. At the end of research, inadequate number of teachers assigned and intake disturb education process and also lead paid teaching. This state has disrupt to obtain a productive education-teaching process and because of that the system of paid teaching has not been accepted by teachers. The Ministry of national education should make a strategycal plan and abolish paid teaching system following a process based on ıts conclusions.
