Taşkınlar, doğal afetler içerisinde depremle birlikte en büyük hasara sebep olan doğal afettir. Gerek can kaybı gerekse mal kaybı bakımından önemli zararlara yol açan taşkınlara karşı önlem alınması zorunludur. Fakat, taşkınlar beklenmeyen yerlerde ve zamanlarda görüldüğü için bu zararlardan korunma zorlaşmaktadır. Mevcut veriler iyi değerlendirilip, taşkın koruma faaliyetleri bu değerlendirmeler ışığında yapıldığında hasarın etkisi daha az hissedilebilmektedir. Şanlıurfa ili şehir merkezi ve ilçelerinde zaman zaman taşkın ve seller görülmekle birlikte son yıllarda sayısı ve etkisi hızla artmaktadır. GAP ile birlikte hızla artan nüfus ve bu nüfusun ihtiyaçları için yerleşim yeri ihtiyacı, bölgenin arazi şekli, topografyası, toprak yapısı, bitki örtüsü zararın etkisini arttırmaktadır. Kıymetli tarım arazilerine sahip bölgede bundan dolayı zararın boyutu ve etkisinin sadece bölgeyi ilgilendirmeyip, ülke için önemli bir soruna sebep olacağı aşik` dır. Floods and earthquakes from natural disasters are the greatest disasters that cause great damage. It must take precautions against floods that caused significant damages which are both loss of life and loss of property. However, it is difficult from these damages because floods occur at unknown time and in unknown places.
