1954 seçimleri DP’nin ilk kez iktidar partisi olarak gittiği, CHP’nin de ilk kez muhalefet partisi olarak katıldığı seçimlerdir. Seçmenler ilk defa iktidardayken icraatlarini gördükleri iki parti arasında bir seçim yapma durumundadır. Seçim propagandalarında DP dört yıllık iktidarı döneminde yapmış olduklarını anlatırken milli irade kavramını ön plana çıkartmaktadır. CHP ise pahalılığın arttığı gibi sorunları gündeme getirirken özellikle Petrol ve Yabancı Sermayeyi Teşvik Kanunları üzerinden Türkiye’nin bağımsızlığının tehlikede olduğundan hareketle bir rejim sorunu üzerine vurgu yapmaktadır. ilk kez Meclis’i denetleyecek, egemenliğin kullanımında Meclis’ten başka kurumlara da yer verecek bir bürokratik mekanizma olarak Anayasa Mahkemesi’ni kurmaktan bahsetmektedir. Seçimlerden DP daha da güçlenerek çıkmış ve bu gücün daha sonraları güdeceği politikalarda etkili olacağı seçimden hemen sonra görülmeye başlamıştır. DP egemenliğin tümüyle hükümet tarafından kullanılabileceği anlayışı doğrultusunda hareket etmiştir. CHP’de ise seçim yenilgisi partinin politikalarının hatta genel başkanını yeniden değerlendirmesine yol açmıştır. CHP’nin bu tarihten sonra nasıl bir politika izleyeceğinin dönüm noktası olmuştur.

In 1954 elections, for the first time DP joined to the elections as the ruling party whereas CHP joined as the opposition party. For the first time, the voters were to choose between two parties for which they saw their practices when they were in power. In electioneering, DP had brought the concept of national will to the fore when they were explaining their actions during their four-year rule. CHP, on the other hand, had emphasized the problem of regime, from the fact that Turkey’s independence is in danger due to the Petroleum and Foreign Investment Promotion Act and brought the problems such as the increase of costliness into question. For the first time, they mention the foundation of Constitutional Court as the bureaucratic mechanism which will control Assembly and allow institutions other than Assembly to use sovereignty. After the elections, DP was more powerful and it was clearly seen that this power will be effective in their future politics. DP acted with the understanding that sovereignty could be entirely used by the government. The loss of CHP in the elections resulted in their revaluation of their party policies and even their party chairman. It was a milestone which defined the future policies of CHP.
