Bu çalışmanın amacı, Kosova eğitim sisteminin başarılı olmasında çok önemli bir yeri olduğu düşünülen okul yöneticilerinin, yetiştirilmesi, atanması ve görevlerinin akademik bir platformda tartışma ortamına açmaktır. Betimsel araştırma yönteminin kullanıldığı, çalışma evrenin tamamının araştırmaya dahil edildiği bu betimsel calismada, açık uçlu sorularla Türk öğrencilerin devam ettiği 16 okul yöneticisi ile görüşmeler yapilmıştır. Öğretmenlerin atanmasında yerel yönetim organlarının etkisi büyük olmakta, fiziki imkanlar yetersiz durumda olup, bunlar öğrencilerin başarılarını olumsuz olarak etkilemektedir. Eğitim politikalarının çağdaş eğitim anlayışına göre yeniden düzenlenmesi gerekmektedir.

The aim of this research is starting an academic discussion about the education, appointment and duties of principals of schools in Kosovo who are the heroes of the success of education system. In this study, descriptive research method is used and total field under survey is implicated. Open ended questions are asked to 16 principals of the schools where Turkish students attended. The result of the research is that in the appointments of the teachers, local authorities have great affects and the inadequate physical possibilities have negative effect on the success of students. Finally, regulations, laws and education policies of Kosovo about principal education, should be rearranged according to the expectations of modern education understandings.
