Küreselleşme süreci ile dünya artık daha hızlı dönmekte, çağın ve zamanın getirdiği yenilikler her alanda değişim baskısı oluşturmaktadır. Bilgi düzeyinin artması ve teknolojideki gelişmeler ile vatandaşların yönetim süreçlerine katılması daha çok anlam ifade etmektedir. Gerek siyaset ve uluslararası ilişkiler gerekse yönetim ve devlet örgütlenmesi alanındaki somut gelişmeler, olağan dönemlerde de yeni bir anayasanın yapılabilmesini zaruri kılmaktadır. Bu nedenle; 1991 tarihli Bulgaristan Anayasası’nda düzenlenmiş bulunan ‘Büyük Ulusal Meclis’ örneğinden esinlenerek, anayasanın ve değiştirilemeyecek maddelerin değiştirilmesi ve yeni bir anayasanın kabulüyle görevli ‘Türkiye Cumhuriyet Meclisi’nin ‘Yeni Bir Anayasanın Kabulü’ bölümü altında 1982 Anayasası’nda düzenlemesi Türkiye için önerilmiştir.

By means of the the globalization process the world is now spinning faster, time and era brought innovations create change preasure in all fields. Citizen’s participation in governance process became more meaningful with technological improvements and increase in the level of knowledge. Concrete developments, both in the field of politics & international relations and management & state organization make it unavoidable to make a new constitution even at regular periods. Therefore, to be inspired by the sample of ‘Grand National Assembly’ of the 1991 Constitution of Bulgaria, basic proposal of this study is adding a section to the 1982 Constitution named “Adoption of a New Constitution” and under this section, constituting organizational and functional articles of an ‘Turkish Republican Assembly’ which will be responsible for changing unchangeable articles of the constitution and construction & adoption of a new constitution.
