YAPI DENETİM KANUNU UYGULAMALARINDA SİVAS ÖRNEĞİ

Günlük yaşantımıza baktığımızda teknolojik ve sosyal gelişmelerin ihtiyaca binaen ortaya çıktığı görülmektedir. İnşaat da gelişmelerden büyük oranda payını alan bir sektördür. Nüfus artışı, sanayileşme gibi nedenlerle de günümüzde inşaat çalışmaları yükselen bir ivme kazanmış ve yapılaşma oranı hızla artış göstermiştir. Bu artış yapıların tasarımından son kullanıcıya ulaşmasına kadar geçen süreçte iyi bir kontrol mekanizmasının gerekliliğini ortaya çıkarmıştır. Bunun sonucu olarak yapıların kontrolü için 4708 sayılı Yapı Denetim Kanunu çıkarılmış ve alt yapı çalışmaları oluşturularak pilot illerde uygulamaya konmaya başlanmıştır. Sivas ili de 01.01.2011 tarihi ile bu kanunun gerekliliklerini yerine getirmeye başlamış ve denetim için 9 ayrı firmaya yetki verilmiştir. Çalışmamızda yapı denetim kanunu, uygulama sürecinde karşılaşılan problemlerin Sivas ilindeki 9 adet yapı denetim bürosunda birebir yapılan anket sonuçlarının değerlendirilmesi sonucu elde edilen bilgiler yer almaktadır.

THE BUILDING INSPECTION LAW APPLICATIONS: EXAMPLE OF SIVAS

Looking at the technological and social developments in daily life appears to have emerged according to need. Also construction sector is also growing rapidly. Population growth, industrialization gained momentum due to rising construction work and the present rate of construction has increased rapidly. This increase in the design of structures to reach the end user in the process revealed the need for a good control mechanism. As a result, the structures for the control of Building Control Law No. 4708 issued and implemented in pilot provinces. On 01.01.2011 in the province of Sivas, this started to fulfill the requirements of the law, and is given the authority to 9 private companies for control the building. In our study, building inspection law, the problems encountered in the implementation process in the province of Sivas 9 units in the building inspection office, one to one assessment of the results of the survey contains information obtained as a result.
