KAMU İHALE KANUNUNA GÖRE YAPILAN ALT YAPI İHALELERİNDE, AŞIRI DÜŞÜK SINIR DEĞERİN DÜŞÜK OLMASINI ETKİLEYEN FAKTÖRLERİN ANALİZİ

Yerel yönetimlerin alt yapı ihalelerinde yapılan araştırmada sınır değerlerin yaklaşık maliyete göre %60 indirimlerde olduğu görülmektedir. Sınır değerin hesaplanmasındaki bileşenler; yaklaşık maliyet, isteklilerin teklif fiyatları, aşırı düşük sınır değerhesap yöntemidir. Bu çalışmada, yaklaşık maliyetin İdarelerce nasıl hesaplandığı, ihalelere katılan isteklilerle yapılan anket çalışmaları ile isteklilerin tekliflerini nasıl hazırladıkları, sınır değer hesap yöntemi araştırılacak ve sınır değerin düşük olmasını etkileyen faktörler ortaya konularak çözüm önerileri verilmiştir.

THE ANALYSIS OF FACTORS EFFECTING THE LOW LIMIT VALUES IN INFRASTRUCTURE TENDERS (ACCORDING TO THE PUBLIC PROCUREMENT LAW)

According to the methots of calculation the limit value, the limit value can not be more than the discount of %60. As a matter of fact, estimated cost consists of undertaker profit margin and overall costs at a percentage of %25. Components in calculation of limit values are estimated cost, bids and applied calculation method. The purpose of this research is to analyze the factors efffecting the low limit value, the review how the bids are prepared by volenteers with the help of surveys and how estimated values are calculated by local goverments; followed alternative by solution methods.
