İLUH DERESİ HAVZASI’NA (BATMAN) YÖNELİK SEL VE TAŞKIN RİSKİ ANALİZLERİ

Bu çalışmada, İluh Deresi Havzası ve yakın çevresinin sel ve taşkın riski analizleri yapılmıştır. İluh Deresi ve kollarının neden olduğu sel ve taşkınlar Batman’da büyük can ve mal kayıplarına yol açmaktadır. Şehri etkileyen sel ve taşkınların frekansı son 30-40 yıllık süre içerisinde hızlı artış göstermiştir. Sel ve taşkınlar havzanın fiziki coğrafya özelliklerine bağlı olduğu için risk analizlerinde bu özellikleri yansıtan veriler analiz edilmiştir. Bu analizlerde sel ve taşkın araştırmalarına yönelik üç farklı yöntem uygulanmıştır. Bunlardan ilk yöntemi havza ölçeğinde yapılmış geniş alanlı risk analizleri oluşturmaktadır. İkincisi, sel ve taşkından sonra yapılan gözlem ve hasar raporlarına, üçüncüsü ise hidrolojik bir modele göre yapılan analizlere dayanmaktadır. Coğrafi Bilgi Teknolojileri (CBS) yardımı ile yapılan bu analizlerde 3A Aster ve Quikbört görüntüleri ile 1/25.000 ölçekli sayısal topografya haritaları kullanılmıştır. Analiz sonucunda Batman şehrinin kurulduğu alanın sel ve taşkın açısından yüksek riskli olduğu görülmüştür.

RISK ANALYSES OF FLOOD AND TORRENT EVENTS FOR THE BASIN OF ILUH CREEK (BATMAN)

The risk analyses of flood and torrent events for the basin of Iluh Creek and its surroundings were made in this study. Flood and torrent events caused by Iluh Creek and its branches lead to great loss of life and property in Batman. The frequency of the flood and torrent events affecting the city have rapidly increased in the last 30-40 years. As the occurrence of flood and torrent events is due to physical geographical features of the basin, the data reflecting such features were used in risk analyses. In these analyses, three different methods were applied for investigations on flood and torrent events. The first method involves wide-area risk analyses made on the basin scale. The second one is based on observation and damage reports prepared after flood and torrent events and the third one rests on a hydrological model. 3A Aster and QuickBird images and digital topographic maps with a scale of 1/25.000 were used in such analyses made by means of Geographical Information Systems (GIS). As a result of the analyses, it was revealed that the area where Batman city was founded is of high risk with regard to flood and torrent events.
