Ülkemizde yapı üretim sürecinde mimarlar tarafından ihtiyaç programı hazırlama aşamasına gereken önemin verilmediği bilinmektedir. Bunun sonucunda üretilen yapılar, işlevsel ve fiziksel açıdan amaca yeterince hizmet verememekte; daha sonraki aşamalarda yapıda tadilatlar gündeme gelmektedir. Bu çalışmada, tasarım aşamasında ihtiyaç programı hazırlama sürecine verilen önem ve bunun yansımalarının belirlenmesi amaçlanmıştır. Bu kapsamda, yedi il özel idare binasının projelendirilme sürecinde bina işlevi dikkate alınarak, ihtiyaç programı hazırlanıp hazırlanmadığı araştırılmıştır. Elde edilen verilere göre, mimarların ihtiyaç programı hazırlama sürecine gereken önemi vermediği yönünde önemli bulgulara ulaşılmıştır.

It is known that necessary importance is not given to the process of preparing building program by architects in the process of construction in Turkey. Buildings constructed as a result of this, cannot serve to the purpose in functional and physical sense and amendments in the buildings occur in the following stages. In this study, it was aimed to determine the importance given to the process of preparing building program in the process of design and its reflections. In this sense, focusing on seven special provincial administrative buildings, it was searched whether a building program was prepared in the process of design, considering the building’s function. According to the obtained data, necessary findings were reached upon the fact that architects do not give required importance to the process of preparing building program.
