Bu çalışmada, Osmanlı Devleti`nde savaş seferlerine çıkılırken uygulanan lojistik sistem ve organizasyonlar, bu alanda yapılan son çalışmalar dikkate alınarak proje yönetimi çerçevesinde incelenmiş ve değerlendirilmeye çalışılmıştır. Seferlerin sebepleri ve sonuçları dikkate alınmaksızın, proje yönetiminin Osmanlı Devleti`nde en kapsamlı uygulaması olan sefer lojistiği ve organizasyonlarının ana çizgileri belirtilmiş ve bu faaliyetlerin planlanma şeklinin günümüze ne tür katkılar yapabileceği irdelenmiştir. Amaç, hem proje yönetimi olgusunun geçmişteki farklı ve kapsamlı uygulamalarını anlamak hem de bu yönetim tarzının bugün bize nasıl bir bakış açısı kazandırabileceğini anlamaktır.

In this study, logistic systems and organizations that were applied for armies of Ottoman Empire to be prepared for military campaigns have been investigated considering the studies done in this research field and within the scope of project management. Regardless of the consequences of military campaigns, the main lines of logistics systems of organizations of armies which was one of the most comprehensive Project management types in Ottoman Empire have been determined and the contribution of planning model of campaign activities to models of modern times has been intellectualized. The purpose of this study is to understand phenomenon of project management in the past and how this management style gives a perspective to present times.
