Gelişmiş ülkelerde yaygın bir şekilde kullanılan Teşvikli Sözleşmeler, projenin maliyetini veya süresini azaltmak veya performansını arttırmak amacıyla uygulanmaktadır. Burada esas hedef sözleşme taraflarının oluşturmasıdır. BU sözleşme çeşidi bu ülkelerde hem özel sektör hem de kamu sektörü tarafından oldukça yaygın bir biçimde kullanılmaktadır. Diğer taraftan ülkemizde bu sözleşme çeşidi, özellikle kamu tarafından çok az tercih edilmektedir. Teşvikli sözleşmelerin az tercih edilmesiyle ilgili birçok neden bulunmaktadır. Bu çalışmanın amacı bir anket çalışması ile Türkiye`de Teşvikli Sözleşmelerin kullanımının araştırılması ve bu bağlamda olası sözleşme taraflarının konuya olan yaklaşımlarının belirlenmesidir.

Incentive contracts are widely used in the developed countries in an effort to decrease the costs or the duration of the project or to increase its performance. The ultimate aim here is the establishment of a win-win result. This contract type is widely used both by the private sector and the public sector in these countries. However, on the other hand in our country this contract type is much less preferred by the public sector. There are numerous reasons behind the non-preference of incentive contracts. The objective of this study is to investigate the use of incentive contracts in Turkey through a survey and in this respect to determine the approach of the potential partners toward these type contracts.
